The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Lieutenant (junior grade) Lawrence L. Elmore for heroism while participating in aerial flight as the Pilot of an A4E aircraft while attached to and serving with Attack Squadron Eighty-six embarked in USS Independence (CVA 62). On 7 November 1965, Lieutenant (junior grade) Elmore participated in a coordinated strike on a surface-to-air missile installation in North Vietnam. The strike force was composed of one A6A Pathfinder and four A4E aircraft. The flight encountered intense and continuous anti-aircraft fire and surface-to-air missile radar lock-on the entire time it was over land, and the target being 20 miles inland. The target complex itself was heavily defended by over 50 anti-aircraft weapons. Despite the intense enemy reaction, the strike force pressed on, delivering its ordnance directly on target. Lieutenant (junior grade) Elmore, by his unerring accuracy and superb airmanship, demonstrated in the face of intense enemy gunfire and the threat of surface-to-air missile fire, contributed directly to the destruction of this strategically located surface-to-air missile installation. The heroic conduct displayed by Lieutenant (junior grade) Elmore in the face of grave personal risk was critical to the overall success of the mission and was in keeping with the highest traditions of the United States Naval Service.
