The President of the United States takes pleasure in presenting the award of the Distinguished Flying Cross to Joseph C. Binder, Second Lieutenant, Air Corps, United States Army, for extraordinary achievement while participating in aerial flight over Rabaul, New Britain, on 22 January 1944. As pilot of a B-24 bomber (when) an incendiary bomb had been detonated by anti-aircraft fire. Lieutenant Binder displayed inspiring leadership in directing the fighting of the flames while the danger of violent explosions was imminent. At the same time he skillfully maneuvered the bomber to elude enemy fire and the forty searchlights which were focused on his airplane, piloting the smoking and charred B-24 safely back to its base. Lieutenant Binder’s exceptional flying skill and courageous devotion to duty reflect great credit upon himself and the Army Air Forces.
